Not quite.
I'd advice to get blues first too, it will raise your chances to be
taken into heroic groups by tons.
But if your guild already has some well-equipped 70s, you can most
likely join them on heroic runs even in greens, as long as your gameplay
skill and more important guild social skills outweight the gear
If not, try asking in the looking for group channel, and mention
that you're not full epic: "Undergeared (class) looking for any
heroic".
Will work sometimes, and your gear will improve.
Note that you'll have to be honored with the dungeon fraction to
enter heroic mode, and that you'll need a flying mount to access
Tempest Keep instances (Botanica, Mechanar, Arkatraz).
(ok, since 2.4 you can be ported by a warlock, but it's unlikely

Slave Pens and Mechanar are considered some of the easiest heroics,
so try to start with them.
I'd recommend against the "70s" dungeons in heroic mode without gear.
Don't turn down non-heroic dungeons. These will improve your gear, too.
Don't stop questing.
Look for quest you haven't done yet, there are some with very nice
quest rewards gearing you up for heroics. Esp. the long questlines
with group quests.
You may take pvp into consideration, there are some rewards for
honor or arena points that can be of good use in pve, too.
Try to find 4 other people who don't want to let the arena points
vanish every week and build a 5-man-team.
Play 10 games a week. You'll lose most of the time, of you don't
prepare and train, but even some points at a 1200 rating are more
than 0 points from not playing arena
If you can't find 5 people, look for 3- or 2-man arena, though
you'll get even less points (but still more than 0

).
