I have been playing BTS for a couple of weeks now. I find it much more
difficult than Warlords and my usual level (Prince) is now impossible for me
due to the extreme agressiveness of the AI Civs.

To get around this and to try out the corporations I have tried a couple of
games with the 'always peace' option on a custom game, so I do not have to
worry about wars. This goes fine until about half way through time, when
the AI Civs research slows to an absolute crawl. I can see from my
espionage that it is taking them about 160 turns to research fairly basic
technologies. I can research every technolgy possible and they are still in
the middle ages at the end.

I think part of the problem may be because the AI Civs seem to spend every
bit of production on military units, which is strange in a 'no war'
situation.

Is there a solution to this?

Yep, drop the no war option.
Under most leaders the AI civs are total warmongers.
If you look at their cities mid game using world builder you will see that
most cities have few buildings beyond barracks & grannery.

Noble is about the highest level I can play at and I find it necessary to
micromanage the workers and more importantly what tiles the cities work.
Choose the tiles giving coin - cottages, water tiles and those tiles next to
rivers.
The extra income boosts your ability to spend on research and gain the tech
lead.

Lowering the difficulty level until you are enjoying the game will fix
it.

I think you are corrent in thinking it is overspending on military.

You might try the unofficial BTS patch (Theres a link in this newsgroup from
11/10). Many of the calculations have been reworked and its possible that
this would fix it, but who knows.
Its worth using in any case as it fixes a lot of other bugs.
