Air Academies

Two questions related to Air Academies:
* They are handled just before Training Centers, right (so the new crew creates
troops)?
* Do they benefit from Government Centers, like Training Centers do?

No benefit from government centers.

The new crew will be present to help produce troops via the Training
Center.
