Bloodied just means 1/2 hp. It doesn't mean blood is literally coming
out of them. Undead can be bloodied the same as anyone else.

I think that non-intelligent undead are likely to get fewer benefits
from the condition. A vampire, for example, might not be bleeding,
but would know it was wounded and may change its behaviour
accordingly. I can imagine something like a skeleton suffering a
penalty when bloodied: maybe the heroes have smashed an arm, so it's
only got one arm to use. Maybe they've broken its leg so it moves at
half speed and loses DEX bonus to AC.

But yes, they do.

I think there's supposed to be some powers that let you take advantage
of a bloodied opponent though (or at least that what the quickplay
guide says). I don't know what any of them do, so I have no idea if
it would be appropriate vs. an undead.
