Huh? You want to run windows 3.1 virtually but dont want a GUI?

or you want to run a VM type environment on a REAl windows 3.1 box?

Win 3.11 is DOS, just a GUI popped upon, no? So you can open a "DOS box"
in Win 3.11.

Here's a guide for getting it running in DOSBox:

Depending on what you're doing, though, it might be worth trying out
Virtual PC like Deity mentioned. I've had great luck running all sorts of
random operating systems on it.
